BRADENTON, Fla. -- Michael Weiner, the executive director of the Major League Baseball Players' Association, was in camp this morning to address the team. He also spoke afterward.
Weiner said changes to the penalties for testing positive for a performance-enhancing drug would not change during this season.
"This will be a 2014 issue if it's going to be one," he said. "I'm confident we'll come to a consensus before then. We're not going to change the rules midstream at this point."
Some players have recently spoken about different levels of penalties depending on the circumstances regarding the positive test. Take Freddy Galvis, for example, who had 80 parts per trillion of a banned substance in his urine.
"We've had a one-size-fits-all penalty for first-time positives," Weiner said. "We didn't really have a one-size-fits-all first-time positive in 2012. We had different types and that has led a number of players to think maybe different penalties are a fair way to go."
Weiner also said the union was no longer concerned about the Pirates' spending habits.
"There were some concerns, and we expressed them," Weiner said. "We had some meetings with Frank Coonelly and others from the administration. I think over the course of the last couple years, the Pirates have made a sincere effort to compete. Their payroll has increased. Their payroll projects to continue to increase."
